they get them redgistered with a legal (read decibels) under body system then fit the side pipes once redgistered and drive very slowly past the policeman
ps: thought i better add that i am not saying that any of the ones that do have working sidepipes are ilegal,its amazing how things may fall off, be hit by speedhumps mis interpretation of the law you get the picture!
