Yes, you need that. It keeps th coolant circulating through the block as the engine heats up. Otherwise, the water will just sit in the coolant passages of the head and get really hot before the thermostat opens. Also, when you're driving on a cool/cold day, it will keep the coolant stable throughout the water jacket.

If you're running a restrictor plate instead of a thermostat, then you can skip that hose. But that's recommended for race engines only.
