The
oil drain back holes are on either end toward the top of the head and drain into the valley area. That is about the only way that you would be filling the heads, these holes being plugged. You can examine them with the valve covers off and see if they are restricted. You should also have
oil leaking at the valve cover gasket from the heads not draining.
