Certainly there has to be a maximum. Is turning over 5 cars per year enough? Is one too few? Somewhere in between? I think one per year may be not enough, but we also have to discourage the scurrilous as well. Also, as the DMV driver's manual states, driving is a priviledge and not a right. I think the same applies to SB100 rule(s).
