I don't understand
Why does the state limit the number of SB100 registrations? Do owner-built cars contribute significantly to pollution? Is this just a matter of being politically correct? Does any other state limit the number of owner-built cars that may be registered in one year?
Even though I don't live in Ca I have tried to understand the SB100 process but am still confused.
