If you go to the Pa DMV website, you will find the "how to" section for a specially constructed vehicle. I think you will find the information you need there.
The process changed last year. You now have to take your vehicle to an "approved" inspector.
I believe that you will not have to meet smog requirements.
And, if you still have to fill out the registration paperwork yourself be very thorough........he says remembering painfully.
