Maybe it's just me, if your machinist has to ask you what to do then maybe you need a shop that's familiar with FEs and all the idiosyncrasies of the FE.
btw... The only
oil return mods I know of are in the heads. There's several things that can be done (in and around the
oil filter housing mounting pad) to improve
oil flow.
