It's a very high quality paint that's designed to go over rust and encapsulate it and prevent it from spreading. It's a great product - I was completely taken by surprise at the quality of the finish. It isn't a stretch to say that it looks professionally spray painted. It's not cheap by any means but worth it. My local speed shop (SK Speed in Lindenhurst, NY) carries it - check with your local place, they may have it. If not lots of internet places sell it - just Google it. Good luck.
