Unfortunately, the system is setup so that if you don't mow the lawn, when the insurance adjuster shows up, you get no coverage.
More people die each year involving parked cars on the side of the road than do for speed racing incidents.
You don't see state troopers doing anything about all the people on the side of the road....stranded, broken down, out of gas, whatever. In the meantime, you have people driving 70mph+ by them at close range.......
Again, it's more about revenue these days than it is about effectiveness.
One traffic cop can bring in more revenue than he costs per day, just writing tickets.
