You do NOT need to have a completed car, or an engine or a transmission in order to get a number, but you will need an MSO or previous title from another state. In order to get a temporary VIN, which is entered on your certificate, you must have the MSO or the previous title from another state.

If there is no temporary VIN on the certificate, then it is NOT valid. Proceed with caution.
