Is there an assigned VIN or not? Is it blank? Originally, you said that it has no assigned VIN and then later say it received a "temp" BS vin. Everyone receives a temp BS VIN until they go through the entire process. In the CA DMV computer, the temp VIN will be tied to a person with a driver's license. I suppose you can sell anything you want, but I know first hand that the DMV does not want to change any information on that certificate.
So, if you did sell the certificate, then the "new owner" of the certifcate will have to attempt to find the right person in Sacramento to replace your information with his/her information. Of course, this assumes that you find a willing buyer and that willing buyer wants to run through the gauntlet of the DMV. The other assumption is that it's transferable and it's legally not.
