To all who replied. The "Bug & Tar" remover available here in California auto parts stores has been reformulated to meet some kind of environmental edict. While I applaud anything to limit potential environmental damage, the stuff simply does not work.

Think I will try the "Goo-Gone" suggestion and some of the other suggestions.
