What is the effect of either change or can it be done without &$(^( rolling down hill ? What is the reference of that bar to the body line? If you relocate blower then the plumbing, belt etc. are affected so maybe moving or notching the bar causes the smallest overall change. If the body is not too close right there then a simple kick-out to allow the body of the blower a little more room would be best.

Making a simple kick-out would be pretty easy. Weld the new shape in place or tack it well before cutting the bar so nothing else moves around. From the photos it looks like you only need 1/2" of room so piece a cake. I could notch that out and weld a step back in PDQ.
