As far as cost I have seen a wide range from around $750.00 up to $5000.00. I have already checked the laws and here in Florida it says they can be ridden on sidewalks, bike paths, and any street with a spped limit of 25mph or LESS.

As far as a charge that varies also on conditions and battery status (new/old/misuse/etc).
