I believe you have to apply for title before (along with) the application for plates. In order to do the title, you need the inspection complete. The taxes they take any time; for me, it was the first check that cleared... go figure.
Remember to send the original inspection form in to the state - I made a color copy and they didn't like that - it delayed everything by a month or so as we went back and forth through the mail...
I did the spreadsheet thing too and had no questions.
