The answer varies as to which State the car is to be registered in. If you look further down our recent threads posted you will see several oriented on this whole messy issue.

Best bet is to get in touch with the relevant State traffic/vehicle authority and get from them a schedule of approved vehicle engineers. Certainly in Victoria there is a Vicroads sanctioned list of engineers approved to sign off on our car's engineering approval.

I am guessing there will be a similar system for each of our States.
