In CA there are only a few hurdles to register a car...

Brake and Light Inspection (sometimes, if the DMV asks for it). They don't check for steering wheels, or quick releases.

CHP Inspection. They check the VIN and MSO and assign one if it doesn't have one. They didn't look at anything else and never even looked at the engine bay...mine was on a trailer at the time with the hood off and no seats or wheel at all. They didn't care.

BAR Inspection. All they care about is the tailpipe and whether or not it runs. They don't care about he wheel.

DMV. They never see the car.

Therefore...no issue. Are they illegal? Don't know, but the last time I got pulled over, I pulled the wheel off, set it in the passengers seat, and stepped out. The only thing the cop said was "wow, cool."
