Yes, there were a number of vehicles that were sold as "turn keys." A SPCN completed by a single manufacturer for purposes of resale can never be registered in California. The builder is not a “manufacturer” under California law (no compliance with federal safety regs) and it is not a SPCN (SPCN cannot be built for purposes of resale).

If buying used in California make sure there is documentation showing that the engine was sold separate from the rest of the vehicle and installed by a separate company. Everything done by one shop is a warning flag for “turn key” construction for DMV and may cause the delay or denial of the vehicle’s registration.
