California is most likely different from Arizona, but I am on the permanent absentee ballot list and they always have a line for write in candidates. I once called our registrar here and asked just who could be written in and would actually be counted as a vote. She said that the best she could tell me was that it needed to be some person that had a legitimate background and met the requirements for public office, but even she wasn't sure about all the requirements. Mickey Mouse and that kind of stuff just wastes your ballot. This may differ from state to state but I don't see how it could by to much as certain requirements are needed to run for President.

Also did I misread the original question, as I thought it was What is the Write In Vote Line For, not How To Vote? Anyway this isn't much help but it was all that I could find out when I called and asked.
