You miss the point. A certain segment of our populace will help Bill for free; another segment will only help "if there is something in it for them." And while the former will continue to help if a fee is offered, the latter can only be enlisted for a sum. If Bill wants to expand his universe of potential sales, he needs to enlist as many intermediaries as possible, and the way he does that is with a negotiable finder's fee. If the amount of that fee makes a potential deal untenable, then he would have never made that particular sale to begin with.

In other words, Bill has nothing to lose, and will only gain, from advertising a finders fee.
