The Damnocrats preach a lovely line, all concern and chin-rubbing understanding - and wind up bureauracratizing any manner of "help", wrapped in a blanket of moral and intellectual certainty, which becomes an exercise in utter frustration for anyone who attempts to access it.
The first reach for help
has to come from the souls that need it. Until they realize what truly has value in their lives, no amount of do-good effort is going to set them right. Especially do-gooding by self-aggrandizing, morally-smug bureaurocrats.
