Nope, I'm saying if it's not a 427 or 428 FE in this body shape then it's not pure.

A windsor was used in the CSX2xxx serias cars and they are leaf sprung with quite a different shape.

That being said the 351 Windsor wasn't even developed till the Cobra had long finished production. I think they didn't come out till 1969 or so. It might share the same name as the 289 but the only thing that's probably interchangable between the two is the heads.
