The way I understand it is this, Obama currently holds the seat (elected) once he takes office as President, he will vacate that seat and according to Ill law, the governor appoints someone to that seat until the next election to fill the slot for the remainder of the term. The next election the appointed person would have to run to keep the seat. The governor, was wanting people to pay him for the appointment. Not money going to the state either, to his personal bank account.
