I agree with Jim. Take the pipes to your nearest UPS store and ask them for an estimate and how they would package for shipping. That will give you an answer vs. your own homemade packaging and shipping costs. As far as safety goes I have often shipped antique flintlock long rifles (high $) without any problems to date.
