Lift the tire off the ground.
Use a hair drier to heat the spinner.
Use a lead hammer to strike the spinner (squarely).
Rotate the wheel 120 degrees.
Strike the spinner.
Rotate the spinner 120 degrees
Strike the spinner.
Rotate the spinner 120 degrees.
Strike the spinner.
Rotate the spinner 120 degrees.
Etc..

After you get them off, use a reasonable amount of torque putting them back on.
Use safety wire (and a lead hammer).
