I don't mean to sound flippant, nor to make a joke of the situation, but here are the rules:
1) There is never enough to go around, and the government cuts to the front of the line.
2) You litigate everything. If someone has assets then you try and suck them in, if all they have is a claim they've been screwed, then you try and freeze them out.
3) The squeakiest wheels tend to get the most grease.
4) Fines and legal fees will eat up a healthy portion of whatever is still there.
