Could his lack of leadership and lack of direction and ability in this matter constitute "aiding and abetting the enemy" I can't see any valid reason of him to sit on his ass and do nothing - which does help our enemies in that they now know that the Navy is so crippled by touchy-feel-good leaders that it's now pretty much useless. Hell now even the french have more spine and a bigger set.
