We have the Energy Dept. AND we have the EPA. So what the Cap'n'Trade is 'supposed' to do has been the charge of 2 other Federal Agencies for decades-----------AND BILLIONS! EPA has made meager progress, and Energy has done SHINOLA in 30 years and a few hundred billions. Yet if Cap'n'Trade goes into effect, the 2 duplicating and useless agencies will remain on the tax burden.
