Paying the fine would be WAY cheaper than having to get insurance at a high premium because of a pre-existing condition. OR being forced to pay the fine because you CANNOT get insurance at all. It's a good start toward reform though, I like the idea, keep tinkering with it until we get something hammered out "most" of us can agree with.
