Easy to loose or have stolen your ID in a foreign country. Car accident, for example, may make ID impossible to obtain when on the spot care is required. A person may be in no condition to explain anything. If we deny care here you can bet it will impact Americans over seas. Thats why we have International Agreements on such things, but, you know that all ready.

I recall a hospital in Florida shipping out an illegal well AFTER he ran up HUGE medical bills with no end in site. Brain damaged as I recall, required constant care. They got some kind of quasi legal status to put him on a plane, at night, when no one was looking. BIG uproar over that, I had to hand to it the Florida hospital, job well done, those sneaky rascals just "TCB"! Not to say I don't sympathize with the patient, but...

Anchor babies, now THAT is an interesting scenario and one that might gain some traction!

There seem's to be some question about who OWNS a large part of Hawaii all ready. There is a fairly vocal and active group that claims to be a Nation within a Nation, the Hawaiian Nation. On some counts, they actually make sense. It's a serious issue the State and the Congress are dealing with. So, I think China is out, for now.
