Dumb question here--but since I'm not a lawyer:
How can any state be ruled by a Federal court mandate RE: CA's
9th Disitric Court(Federal?)regarding a States recall of the head of the legislating body--I know Federal Courts have power but since when do they have power over state voting and due process--or did I miss something in the years since I was in college
