Just use the stock SPO number for the MSO.
It varies from CHP office to CHP office. Some will use the stock SPO number for the VIN and others will assign a new VIN and rivet a new VIN plate on your car.
The DMV will initially enter the VIN from the MSO and will change it if needed.
