Default alternator wiring question

I noticed a wire not connected by my alternator took photographs of a possible connection for this wire just not sure I should connect the two?

car seems to run fine I just noticed when I put the headlights on I hear a slight whining sound.

All the wires appear to have little tags.
What does the little yellow tag say on the wire in question?
"......IF NEEDED"
Maybe Automatic Choke?

usually that wire is left as a short optional connection at the voltage regulator. not wired all the way to the alternator. trace it back......i would shorten it and safe it off at the source......remark it there so you know what it is\was......
