I'v seen the plastic lids on carbs that are installed. They are to prevent stuff from falling in. Sitting on the shelf, it doesn't make sense to me to close off just the top of the carb and leave it sitting on the shelf. I would put it inside a plastic bag. Or a cloth bag if it's a damp environment.

When you have the air cleaner off the motor and dont want anything falling in you put the lid on it. If your motor is all buttoned up and you have a spare carb sitting on the shelf what better place to store the lid. It also helps keep the dust from settleing into the air bleeds.

Putting a carb in any type of bag for long term storage is not a good idea. Just about any bag cloth or plastic will hold moisture. Moisture causes corrosion and all sorts of other bad things. I found that out the hard way.

Just my 2 cents

Another consideration are the mice, chipmunks, etc., that build winter nests, seems they have the ability to access any storage area.

Dropping parts inside a carb on the motor is a recipe for disaster.Did it once many years ago, before I owned magnetic pickup tools.A small screw fell on top of the throttle plates, trying to get it out with needle nose pliers, pushed and opened the throttle plates.Yes, it went down into manifold, could not find it.Had a first hand look at port match.Bottom line for me was a cover anytime the air cleaner is off.
