303 make letters white again? no, Bleachwhite with scouring pad should do the trick or a similar product for that specific purpose.

Man......The brown stuff that comes off the tyre when it's washed is the dressing. Just soap and water and a brush and hose will get the tyres like new. The white can be made white again by using a dish scrub ..the green pads or steel wool. The rust...? Aluminium does not rust....Guys as much as you all love your car's......they remain ...."car's"..and the components are not more mysterious than your Toyota.....

Well I got some Purple Power which cleaned off most, not all, of the junk off after repeated scrubbings with a stiff brush, then tried G-Pete's suggestion of the black shoe polish. A pain to apply,( each wheel is like applying polish to 10 pairs of shoes !!) but looked good enough to pick-up a trophy at a fairly large show today !!!
If it lasts for a while without causing any problems I'll probably stick with it.
Thanks for all the replies !!!

SOS scouring pads work well on getting the white clean. The splatter does not stain the AL wheels.

Carburator cleaner on a rag cleans the white letters nicely.
