While I'm no mind reader, I think his intention was to start the production of Shelby Cobra CARS again, but he was prohibited by the change in emissions and safety laws. I doubt that he ever wanted to compete with the kit car companies. Based on his recent advertising, I think he sees himself above all that, but was forced into this cumbersome way completing the cars to skirt the environmental and safety laws.
