Actually the secret smog police is a myth. They are the people that drive around with small hand detectors to see if your lawn mower, tractor, & etc. meet whatever emission standards they think appropriate for that day. Just hope they have a good day and are in a good mood. I would hate to have my lawn mower confiscated as a gross polluter.
