Just wondering if you could rough up the existing concrete, anchor down some 6"x6" mesh then tie down 1/2" heating lines. With the correct bonding agent for concrete the floor with a concrete cap would only take up 2". I would suggest that you use a glycole mix and a heat exchanger to isolate the floor from your house system. I did radient heat when we built the house and there is nothing like it.
