Well, it seems you do have a card or two to play here, since you haven't paid them anything. Certainly, your negotiating position is made stronger with no money having exchanged hands. Not too bright on their part, asking for no money to continue, but what do you care now.
I think consulting your contract or what you have for written documentation is crucial and then I'm kinda curious what you think the value of the car is as it sits? It's complete now correct? The reason I ask is, if the whole thing blows up, one of your "end game" choices (negotiating strategy) could be "Then keep it." While I know no one wants that to happen, I'm sure the shop doesn't either.

If I'm the shop, that's what I'm hoping he'll do.  Coupled with the fact that deep down in the agreement there's a "storage fee" clause that charges him $100/day on all autos not picked up and paid for within 10 days of notification of completion of work.

It depends on the value of the car and, agreed, it's certainly not the best strategy in most conditions. If they want $30K, "stick to their guns", the paint is not high quality, the car isn't finished, hire an attorney with a $5,000 retainer, then the downside is the car is history.
This is all "armchair lawyering", so I hope he's not taking my advice anyway.
