Hand stitching with a little care and the thread is pushed past and in between all the fibres. There's no damage and no stress on the belt at all. I was told this by a good upholsterer.

I expect a QLD transport inspectors can not verify whether or not the belt has been undamaged or unaffected by the stitching, so it is safer to stop stitching in the first place.
I certainly never liked the practice on seatbelts unless performed by the seat belt manufacturer or equivalent. The seat belt is such a critical safety device, why make people tamper with it's construction.
