I have made the decision to help sort this mess out,

- Retired but bored and have the time and budget to begin the fight
- Have budget for a build - thinking FFR with Coyote donk -Real
Cobra are Ford Powered
- Reside in NSW
- Have engineering ability to out sort out the bull**** from the facts.
My most important asset is my wife. She continually tells me that I am the most arrogant bastard she has ever meet.
After 41 years of hearing this I think she may be right.
To do this I need the following from you ,.
Your experiences in attempting to register your toy
Who gave you the guide line -IE are they written down or are they from an employee of RMS? Names would help
Where did you get your information from?

Hi Colin,

Your screen name says it all!

Welcome to the frustrating world of cobras in NSW. You need to get in contact with Treeve Andrew. He is an engineering signatory who takes the time to read and understand the legislation and is fed up with the constant battles placed on his business by the state authority.

Treeve is also probably the most knowledgable engineer on the panel and actually certifies cars properly. However, still has difficulties.

Thanks for the guidance.
I have spent the last 6 hours reviewing all the info I have collected and also
finding out who we can approach within NSW Gov.
One options appears to be a submission to the NSW Better Regulation Office.
Will need a lot more info before I can submit something.
The beauty of a submission is that it becomes a public document which means that it must be considered and replied to

FFR are great to deal with, they will be the least of your issues.
I used Paccon to get mine over and found it to be painless too.

P.S. I’m fitting a chev in mine but it’s a replica so it’s OK.

Gday Colin,

Don’t assume that nothing is happening. The Licensed Certifiers Association, the Australian ICV Association and a working group all have things already happening in this area. As a stand alone person you won’t find much action as the RMS deals with much bigger fish than individuals. You can’t join the LCA unless you’re a certifier, but I’d welcome your input at the AICVA.

Just because you know engineering doesn’t predetermine your knowledge of all of the legislation and how it all ties together. It’s not simple, and the RMS knows this and plays politics to its advantage. We are looking to turn this tide (hence why I mentioned the win I’m having with the ABS).

If you want to get in contact then email me ( treeve@kernowengineering.com.au ). I’ve certified more ICVs than most (I even own 4 of my own) so I know the subject matter pretty well...

I was intending to contact you later this week. You are correct, but anything that I can do to assist please do not hesitate to contact me.

Good news on the submission front.
I Barrister mate of mine (Retired) has agreed to review all the stuff I / we come up with. As I used to help build his racing cars for nothing, his fee is small.

In fact he should be picking it up from his local Dan Murphys later to day.

He did come up a good piece of advise.
Don`t mention specific people by name on this public forum as it could become nasty.

Next bit of contradiction I have discovered is that you are able to import cars into Australia under the Specialist and Enthusiast Vehicle Scheme (SEVC)
All states have no alternative but to certify them for road use.
A couple of cars that caught my attention was a Backdraft Roadster and the DAX Rush.
A quick review of these web sites confirm that neither of these cars are equipped with ABS.

Who do you think put the Dax Rush on the SEVS register? There’s only 3 in the country and I own one of them...
Just because it’s on the SEVS register doesn’t mean there’s one imported, compliance’s and registered that way.
Chuck me an email and I’ll get you up to speed. I’m very hard to get hold of by phone.

About your DAX Rush
Is it road registered in NSW and does it have abs?
If so l a rat n the system
I have looked at 2 Backdraft roadster cobras in Aus nd NZ in the last 3 weeks
Both no more than 4 onths old from date of manufacture
No ABS
The Aus example was in SA and had active side pipes fitted

NZ (VINZ) follows the ADR27 rules

My Dax Rush was imported as a race only vehicle, after all the SEVS palaver.
I remade a new chassis for it which has a VIN from before the ADR 31/03 / RMS believing it needs ABS.
ADR 27 is a second edition ADR and hasn’t been in use since before 1989. I’m not sure where you’re heading with that?
Don’t mix up ADR compliance with the state registration regulations. A vehicle must be compliant to be registered, but not all registered vehicles are compliant. An ICV never has full ADR compliance (they aren’t crash tested for a start) and so they are reluctantly allowed to be registered by each state whilst recognising they are non compliant.
Registration is administered on a state by state basis, so NSW couldn’t care less what Vic, QLD, ACT, SA or anyone else do. They have their own registration regulation to apply, so that’s what they do.

Ok well I had a phone call with Mr Bloodhound last night and I think we got off to a good start. I’ve been working on a number of angles and he’s put his hand up to help with these as well as suggesting a very interesting backstop alternative.

A very positive start from this bloke, he needs as much a pat on the back as anyone. I’m looking forwards to collaborating with him to try and get a prompt resolution to the issues that we’re facing.

I said I wouldn’t be back here for a period, and I’ll probably not. But this information was too important not to share.

Today I was at the VSCCS forum in Sydney. 

I have been advised by the senior manager now running the relevant teams that:

VSI 53 will be re-released soon (hopefully within 3 months / end of financial year). This is the ‘what is an ICV’ document.

Notice 11 will be replaced. So VINS will be released again so people can register their cars. Then, all the paperwork is submitted to the RMS for their review, and they will do the equivalent of what they do now where they will review the paperwork and cancel the certificate. This can then be challenged in court. This should keep the RMS and certifiers in line - if there is a real issue that needs fixing then there is a chance for this to be fixed. If it isn’t then the owner can take the RMS to local courts. This will then give external legal references to interpretation (albeit by local courts) so that we can get ICVs moving.

Until the documents come out I can’t say much more but I’m actually confident that this is a workable system.
