Keep in mind that you can start at the DMV and get a tempory operating permit before you have you your VIN verified/installed by the CHP and get your BAR certification.
That way (if your car is running and you have insurance), you can drive to the CHP, get the VIN verified/installed, go back to the DMV to have them update your registration with the correct VIN, then drive to the BAR.
No towing required if your car is running and you follow the right steps.
