Default Registration Advice Requested

Howdy All, Thanks in advance for reading on what I'm sure is a well-travelled topic here.

I've recently relocated to San Mateo county from Georgia with my Cobra in tow. I'm finally facing my fears of titling and registering in California. I've tried to home school on the subject as much as possible, but have a bit of a unique situation in a out of state transfer.

My car is registered in as a 1993 car in Georgia, with a GA-issued VIN and title. Emissions certification in GA included applying for 'non-conforming vehicle' status. That meant a two-speed idle sniffer test that pitted the car against 'mid-70's GA standards (a low bar). The the car passed. Although it does have a bit of a hot cam but is an otherwise a stock, carburated 302. I don't know the year of the block, but presume it's a '93 and a 302 donor. I've owned the car for over a year, and like the seller, have no history on the builder. The VIN tag is GA 're-constructed vehicle' and riveted inside the door jamb. Another note if relevant.. afraid my GA registration just expired during the move.

Fast forward to California. From what I can tell and presuming I've got a '93 block, my car will only be legal with an SB-100 # or a new (old) motor.

I presume a DMV appointment with title application and original bill of sale in hand. Also that a 'statement of construction' wouldn't apply if I'm providing the bill of sale. Finally, I think that I would keep my GA VIN and a visit with the CHP wouldn't be required. I'm not clear if I should make that DMV visit now, have to wait until January (if the SB-100 #s have been depleted for 2011), when the 'BAR referee' visit happens, and if there are any other feats of strength (I've read 'brake and light?) that I'm missing.

Any advice?
