Buy a Cobra out of state

Hello

Since I can not find many car sale locally in the bay area that I like , but I saw them in other state, I do know CA have smog restriction, and SB100 is the only way to go. Now here is my question and hope that you can help, I have read many posts releated to SB100, but still unsure(clear) about this process.

Question:
1- Cobra will not pass check, even if I want to go the route of smog every 2 yrs

2- I need to add all the requirement stuff to pass smog check if I want to go the route of smog every 2 yrs

3- Out of state cars must have VIN or I will have to request VIN from CHP to
use in CA
