It looks like the hood scoop is only being held on with 3 rivets. What's up with that? And couldn't they have used copper rivets?

When Kirkham ships the cars the scoops are temporarily attached for easy removal before paint. It may be in this case that the picture was taken before the rolling chassis was completed.
