They used to dump tons of it about half way to Hawaii. If I recall correctly, some years ago they had to dredge the channels around New York because all of the garbage they had hauled out to sea over the years had worked itself back into the channels and was making them to shallow for the boats. Eventually anything dumped into the ocean is going to show up somewhere.

I've always said the ocean is the worlds biggest septic tank, everything ends up there.

If our government wants to really do something to benefit the world, all of Obama's Zars and all the other far left dweebs should go out there and mine the waters.
I bet an enterprizing greeny could make a million on all the used plastic and other materials just floating around. Perhaps a giant vaccum (made by GE at our expenses) could do the job.
The material could be recycled, thus reducing our dependence on new oil. This project would be called, Off-Shore Recylcing/ Save the Children / Save the Fish or just, The Obama's Waterworld Project.
WoW ! I got to stop eating fish from the sea.....it's eating away my brain.
