5585 Retitle Success!

Just wanted to let everyone know the 5585 retitle barrier has been broken. Got a WSP inspection at Bellevue. Nice inspector, only checked the VIN and filled out form with year and met custom vehicle classification. Got my registration and temporary collector vehicle plate today at the local license office. Titled as 1966 Ford GT40. You do sign a form attesting that the vehicle is not a daily driver. This has been a very long road. Thanks to all of you!

Awesome!!!! I'm assuming the 5585 is your equivalent of the SEMA modeled legislation regarding replicas that allows them to be licensed/titled as "appearance of year built". Does the daily driver apply to the 5585 registration or the collector plates? Some places separate them. In other words, it could be titled as a 66 but if you drive it more they won't give you the collector plates and ding you for more for the miles driven.

Our 5585 SEMA bill only allows limited use under collector plates. Use says car shows, club events, and occasional pleasure driving. Most of us don't mind that since our insurance is limited too and enforcement isn't oppressive. Those that want daily driving can't use 5585 at all. Our collector plates are a one time $40 fee.

So is your 5585 SEMA registration not tied to emissions? It was my understanding the SEMA templates applied primarily to getting vehicles registered to their year for emissions. Usage rules (primarily, road tax based on miles) might be there but would have been separate.

In Colorado we get both - mine was registered as a 65, I only had to do "year of manufacture" emissions. My collector plate (good for 5 years) was a separate deal and because I got a custom plate it cost me extra. My 5 year registration was something like $280. Of course when I titled it I had to pay almost 10000 in sales tax

5585 is emission related. No emission testing at all if you title under the bill. In order to get that in WA our SEMA bill requires restricted use under collector car plates. Kit cars that don't want that restriction are subject to emission tests every 2 years. Most owners fail and have to get a waiver by calling DEQ. Really irritating. Having a 1960's title makes it a lot easier to sell your car anywhere in the U.S. (except CA).

I've had my Contemporary Classic titled as a 1966 in Washington for almost 12-years. Collector plates for the last 8-years.

Now my story. I was at UW Dick's Drive-In pretty late one evening a few years ago and my battery was shot (too much storage time without the float charger), and the car decided it wouldn't start. Two Seattle Cops saw me sitting there, and after running my plate they decided that they had better ask me if I needed a jump. They told me that they were concerned I may leave my car and the UW district was not a good place for leaving a original Cobra.

I quickly took the Po-Po up on their jump start, but never corrected their error thinking it may unravel my fortunate emissions-testing-free registration. Guess the snake passed the old question we constantly are asked, "Is it an original?" Of course when I''m feeling ornery over being asked again, I like to answer, "You tell me," and see if they can.

Enjoy the lifetime Collectors Plate and not needing a front plate! Not putting a front license plate on my Cobra is almost the best thing about the Collectors Plate.

....I have a vanity tag. Does that transfer over with the collector tag?

No, if you want to run the vanity plate you need to pay for tags every year. You should still be able to change the year on the title which is worth the effort if you ever decide to sell it.

Finally success! I'm now titled as a 1965 custom roadster convertible with collector status (110.00 fee for the transfer-my new tabs were gonna be due the 19th) and I got my original 1963 Washington plate on with a '65 tab-life is good. Thanks to everyone that made this stuff happen for us guys in Washington.

Way to go Bob! Glad to hear you could get a 1963 plate OK'd with a 1965 registration. As best we can tell you're #4 in WA under 5585 so far (Brinnon, Bellingham, 2 Vancouver). The more we get done the more DOL and WSP will understand the process.

With my 2007 FFR Mk III coming up for registration renewal in April - and needing to pass emissions since it's now 5 years old (although only the road since 2009) - now was the time to see how well our state agencies understand SB 5585.

First up, some phone calls & email to see what I was up against. My local licensing agency (the one I've always used) really didn't have a clue. At my request, they called Olympia, but reported that re-titling wasn't allowed, the law applied only new registrations (which is just wrong).

Then I exchanged email with Ballard Licensing. Their response:

The vehicle will have to have a WSP inspection to verify the VIN number and we would have to put the car into a RES (restore) use class. Custom vehicles and street rods are not to be used for daily transportation. They are limited to occasional transportation, exhibitions, club activities, parades, tours and similar uses.

Call the state partrol to make an appointment (425) 401-7730. You would bring the state patrol inspection to us.

Ballard Licensing

Cool - I can work with that! (This also essentially matched an email I received from the DoL in Olympia, almost word-for-word).

I scheduled an appointment with King County WSP in Bellevue for Tuesday at 7:30 AM. The inspector there knew the law, and was wonderful (even giving me a little good-natured verbal abuse for not having a front plate, "Don't get caught!"). She filled out the Certificate of Vehicle Inspection with the comments:

Today I went back to Ballard Licensing with the WSP certificate and my old title. 10 minutes and $124.00 later I was walking out with a temporary collector vehicle plate and registration. The new plate should be here in about a week.

Well it decided to rain like crazy on Friday so I had to reschedule for Friday, August 10th.

However I did get one nice surprise yesterday. I was talking to a friend about this and that I needed to find a vintage plate. He told me to hang on a second. When he came back he said he had the plates for me. They are 1963 plates, and the number is AAY427. Pretty lucky to find a plate with 427 in it for a 427 style Cobra.

That is awesome John. I found some plates at a swapmeet with 427 in it and the guy wanted $350 for the pair and they needed restored. No thanks! I found another restored single plate with 356 number, great if I buy a vintage Porsche I guess. That one only cost me $75. I love the look of a restored plate on an old car, it just looks right.
