I used garage floor paint as the search term
Two items for consideration:
* Moisture in the cement floor. A very basic method is to tape on all sides an approx 1 ft sq of plastic to the floor and see if condensation appears after leaving overnight. . May not be the final determination, but an indication. You mentioned the floor is new. A professional vendor would not apply the product due to the moisture content of the cement.
* Floor prep is of utmost importance, the best of products will not adhere if the surface is nor properly prepared.
