Exclamation Rhode Islanders - Registration Question

I have a customer that purchased a vehicle from me in 2016 and when he registered it the RI DMV classified it as a 2015 RPS RDS. No one can tell him what that means. Based on a google search the RPS is the classification for "kit cars" but there is no definition of the actual initials. Same for RDS???

Anyone happen to know?

I think it is RSP, and can be found in 31-1-6 in RIGL.
