Canton Oil Cooler Thermostat

I have a question on oil cooler thermostats, the canton unit in particular. Does this unit allow a small volume of oil to circulate to the cooler at all times and then only allow full flow when it opens. I'm guessing this is what happens to keep air out of the system and keep the cooler and it's lines fully charged with oil at all times. Can someone confirm this or tell me how it actually works.
